Purchase Process

How does it progress step by step?

Most of the process can be handled from Turkey via power of attorney.

01

Portfolio Selection and Reservation

We select the most suitable property for your budget and investment strategy and reserve it in your name with a symbolic deposit.

02

Legal Check and Contract

After our licensed local lawyer examines all records of the property in the land registry (Katastar), we prepare the official sales contract before a Montenegrin notary.

03

Payment and Notarial Sale Deed

We transfer the property price to the seller via international bank transfer and sign the final notarial sales contract (Ugovor) in the presence of a sworn translator.

04

Title Registration and Ownership Transfer

The notary-approved contract is submitted directly to the Cadastre Office (Katastar) and ownership is finalized in your name, after which your Montenegrin title deed (List Nepokretnosti) is delivered.

05

Residency Application and Card Delivery

With your issued title deed and criminal record, we apply to the Ministry of Interior (MUP) and obtain your 1-year renewable Montenegro residence card for you and your family.

Frequently Asked Questions

Things people wonder about Montenegro.

Can foreign nationals buy property in Montenegro and is ownership full?
Yes. According to Montenegrin law, foreign natural persons can purchase apartments, residences or villas with 100% full ownership (Freehold) on completely equal terms with Montenegrin citizens. The real estate you purchase is registered in your name in the land registry (Katastar); with your official title deed (List Nepokretnosti) you can sell, rent or bequeath your property at any time. The only restrictions apply to agricultural land, forest areas and plots in border regions; there are no obstacles for foreign buyers in residential and residence projects.
How can I obtain a residence permit (Boravak) by buying a house in Montenegro? Is there a minimum investment threshold?
The greatest privilege of the Montenegro residence program in Europe is that it requires no minimum investment threshold or Golden Visa barrier. Unlike Greece, where limits of €250,000 or €800,000 apply, regardless of the value of the real estate you purchase, you can apply to the Montenegrin Ministry of Interior (MUP) and obtain a 1-year renewable property-based temporary residence permit (Privremeni Boravak) for yourself, your legally married spouse and your children under 18.
Is it possible to buy property remotely from Turkey without going to Montenegro?
Yes. Almost the entire purchase process in Montenegro can be handled remotely. With a bilingual special power of attorney (PoA) that you have prepared at any notary in Turkey and apostilled by the District Governor's Office or Governorship, our local licensed lawyer can sign the contract on your behalf, complete the notarial certification, confirm bank transfers and carry out the title registration. The investor only needs to be present in Montenegro once for the fingerprint and biometric data delivery stage of the residence card.
What is the difference in title transfer tax between new (off-plan) and second-hand home purchases?
The most important legal advantage that makes new residential projects attractive in the Montenegrin market is the tax exemption. When you buy a new or off-plan home from a VAT-liable corporate construction company, since VAT is included in the prices, the buyer pays 0% title transfer tax to the state, meaning no transfer tax arises. In second-hand purchases, a progressive real estate transfer tax (3% to 5%) is applied according to the sale price; therefore, acquiring a new property from corporate developers provides the investor with significant cost savings at the outset.
How can I manage the rental and Airbnb processes of the property I purchase remotely?
You do not need to live in Montenegro or be present at your property during the tourist season. Professional property management companies we work with on the Budva, Kotor and Tivat coast fully handle the listing of your home on Booking and Airbnb, guest check-in and cleaning operations, local tourism tax notifications and technical maintenance. The Euro rental income obtained is transferred regularly every month to your bank account in any country you wish after the management commission is deducted.
How does Montenegro's European Union (EU) membership process affect real estate investment?
Montenegro has opened all EU accession negotiation chapters and is the closest candidate country to joining the Union with a 2028 full membership vision, and the Euro is already used as the official currency. When Montenegro gains full member status, a very significant capital appreciation in real estate prices per square meter and rents is expected, as previously experienced in Croatia, Poland or Slovenia. Acquiring a home at accessible prices per square meter before membership provides the investor with a high early-entry premium.
